NFIR ने रेलवे बोर्ड द्वारा दिनांक 1 जुलाई 2010, 1 जुलाई 2013 एवं 1 जुलाई 2016 से लागू अनुज्ञप्ति फीस की दर को पिछली तिथि से ही कटौती करने हेतु जारी आदेश संख्या F(X)I-2002/11/2 दिनांक 26/12/2017 के संदर्भ में एक पत्र लिखकर बोर्ड से अनुरोध किया है कि नई दर की कटौती बोर्ड के आदेश जारी होने की तिथि से ही किया जाए।

Sub: Revision of flat rate of license fee (Standard Rent) for residential accommodation in Railways w.e.f. 01/07/2010, 01/07/2013, and 01/07/2016-reg.

Ref: Railway Board’s letter No. F(X)I-2002/11/2 dated 26/12/2017.

The Railway Board vide letter dated 26/12/2017 has issued instructions for revision of flat rate of license fee on all Indian Railways w.e.f. 01/07/2010, 01/07/2013 and 01/07/016, i.e. giving effect retrospectively (firstly about seven years ago, subsequently 4 and 2 years ago respectively).

In this connection, Federation desires to state that revising the flat rate of license fee from July 2010, July 2013 & July 2016 is an unjustified action in view of the fact that the flat rates of license fee (Standard Rent) for residential accommodation were last revised w.e.f. 01/01/2009 as notified vide Board’s letter No. F(X)I-2002/11/2 dated 22/12/2008. This shows that revision had not taken place retrospectively, but from the date after issuance of Board’s instructions. If revision in the rates of flat rate of license fee is given effect from back date, this will deny the opportunity for the employees whether to retain or vacate the Railway accommodation and on the other hand recovery of license fee will be made compulsorily from their salary. This action of the Railway Board to make recoveries far back from 01st July 2010 and July 2013 therefore cannot be held justified. Federation contends that the Board’s order dated 26/12/2017 fixing and revising the flat rate of license fee retrospectively be withdrawn and be made effective only from future date.

NFIR, therefore, requests the Railway Board to modify its circular dated 26/12/2017 for giving effect prospectively. A copy of revised instructions, when issued may be endorsed to the Federation.
