Revise the designation of ‘Train Guard’ to ‘Train Manager’ - NFIR 

NFIR ने रेलवे बोर्ड को दिनांक 27.04.2018 को पत्र लिखकर एक बार फिर से ट्रेन गार्ड के पदनाम को बदल कर 'ट्रेन मैनेजर' करने का अनुरोध किया है। अपने पत्र में फेडरेशन के सचिव डॉ एम राघवैया ने ट्रेन गार्ड के ड्यूटी एवं नियुक्ति की शर्तों का भी उल्लेख किया है। उन्होंने इस बात का भी उल्लेख किया है कि ट्रेन गार्ड बहुत पुराना नाम है तथा गार्ड आपतौर पर निचले कैटेगरी के कार्मिकों के लिए इस्तेमाल होता है। जैसे, होमगार्ड, सेक्युरिटी गार्ड, वाचमैन गार्ड इत्यादि। जबकि ट्रेनगार्ड ​की नियुक्ति स्नातक स्तर पर प्रतियोगिता परीक्षा के आधार पर होती है।

Sub: Revision of designation of Group ‘C’ Staff - Train Guard designation be replaced with Train Manager-reg.

Ref: (i) NFIR’s letter No. II/49/Part II dated 24/01/2013.

(iv) NFIR’s PNM Agenda Item No. 5 sent to Railway Board on 04/01/2018.


Responding to Railway Board’s reply dated 18/02/2013, Federation while expressing its disagreement with the Board’s view not to change the designation of Train Guard in Railways, a detailed justification had again been sent, justifying the need to change the designation as “Train Manager”. In this connection, NFIR’s letter dated 15/05/2017 and PNM Agenda Item No. 5 dated 4th January, 2018 may please be referred to:- 

In the above context, Federation reiterates the duties performed by the Train Guard as below, which warrant change in the designation:- 

  • Train Guard has to man the trains (Freight, Passenger, Mail/Express) and he/she also comes into contact with the public quite frequently for various purposes, 
  • The multifarious duties performed by the Guard of train involve safe and punctual running besides ensuring safety of the travelling public while boarding, detraining and moving in the running trains,
  • To Ensure safe and timely carriage of parcels to the destination stations,
  • To issue certificates to the passengers whenever required or demanded. 

There is public perception about “Train Guard” to compare as ATM Guard, Security Guard etc., thereby the clout/dignity of Train Guard fallen due to continuance of out-dated designation and for this very reason, it has been suggested that the designation needs to be revised as “Train Manager” like that of “Station Manager”. Replacement of Designation does not in any way result additional financial implications or administrative problem, while on the other hand the morale of staff get boosted besides Railways’ image. 

Federation also conveys that the designation ‘Train Guard’ is an age old one and the word “Guard” is commonly used these days for lowest category workers in other Departments and private organizations - Examples:- Home Guard, Security Guard, Watchman Guards, ATM Guard etc. The Train Guards are recruited from among those possessing “Graduation” through rigorous competitive examination conducted by RB and those empanelled undergo training before joining the post. Copies of press clippings attached to this letter reveal that the Train Guards are being denigrated, leading to mental agony and demoralizing effect among them. 

NFIR, therefore, requests the Railway Board to consider the case in a realistic manner for revising the designation of Train Guard as “Train Manager”.
