Sub: Empowerment to GMs on engagement of government security agencies like Home Guards for Core Areas

Ref: 1. Railway Board Letter No 2018/Trans/01/Policy dated 9.4.2018
2. GM/ECR DO Letter No E/P/Homeguard-Deployment/ 18 dated 14.05.2018 to CRB

Vide reference 1 above Directive No 36 issued vide Rly Bd Letter no 2010/Sec(Spl)/6/9 dated 21.04.2017 was reviewed and interalia following additional empowerment was given to GMs: “GMs are empowered to engage government security agencies like Home Guards, Maharashtra Industrial Security Force etc. (and not private agencies) in Core Areas of railway security to the extent ofvacancy in RPF and till such time these vacancies are filled up, for a period of up to 90 days at a time or as and when the need arises e.g during summer rush, festive season etc. in consultation with PCSCs and with concurrence of PFA” (para 2 of letter in ref 1 above).

2. GM/ECR vide reference 2 above has brought out that difficulties are being faced in deploying government security agencies like Horne Guards with the period of deployment limited to 90 days. GM/ECR has requested that GMs may be empowered to engage government security agencies without any limitation of period.

3. The above proposal of GM/ECR has been considered and Board (MS, FC & CRB) have approved that the limitation of 90 (ninety) days on engagement of government security agencies like Home Guards by GMs may be removed and GMs be empowered to hire these agencies for such periods as required.

4. In View of approval of Board mentioned in para 3 above, para 2 of Railway Board Letter No 2018/Trans/0l/Policy dated 9.4.2018 is modified as under:
GMs are empowered to engage government security agencies like Home Guards, Maharashtra Industrial Security F orce etc. (and not private agencies) in Core Areas of railway security to the extent of vacancy in RPF and till such time these vacancies are filled up, for such periods as required as and when the need arises e. g during summer rush, festive season etc. in consultation with PCSCs and with concurrence of PFA”.

Other terms and conditions of Railway Board Letter No 2018/Trans/0l/Policy dated 9.4.20l8 will remain unchanged.

5. This issues with the concurrence of Associate Finance of Transformation Cell.
