Subject: Introduction of SPARROW for online filing of APARs in respect of DANIPS/DANICS officers-extension of time line for completion of APAR for the year 2018-19.
Sir,
The undersigned is directed to forward herewith a prescribed time schedule (Annexure-1) indicating target dates for preparation/completion of APAR in respect of DANICS/DANIPS officers.
2. It has come to the notice that some of the UT Cadres are facing practical difficulties in generation/filling up the APAR online in SPARROW system due to technical issues. Further, it is understood that a large number of officers are deputed for election duty in the General Election to the Lok Sabha, 2019 and therefore all concerned are facing practical difficulty in adhering to the target dates, in the present scenario.

3. In view of above, it has been decided with the approval of Competent Authority that the target dates prescribed vide Annexure-1 above be relaxed as one time measure only for online generation, filling up of self -appraisal, reporting, reviewing of APAR for the year 2018-19 through SPARROW portal for all DANICS/DANIPS officers. The revised target dates for online recording and completion of entire APAR process for the year 2018-19 is enclosed as Annexure-II. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2018-19 after 31.12.2019. Where the reporting I reviewing authority fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self-appraisal within stipulated time. This may please be brought to the notice of all concerned.

ANNEXURE - I
Time schedule for preparation/completion of APAR
(Reporting year - Financial year)
S.No. Activity Date by which to be completed
1. Creation/submission of APAR to the officer reported upon. 31st March. (This may be completed even a week earlier.)
2. Submission of self-appraisal to reporting officer by officer to be reported upon. 15% April.
3. Submission of report by Reporting Officer to Reviewing Officer. 30th June.
4. Report to be completed by Reviewing Officer and to be sent to Administration. 31st July.
5. Disclosure to the officer reported upon. 0lst September.
6. Receipt of representation, if any, on APAR 15 days from the date of receipt of communication.
7. Forwarding of representation to the Competent Authority 21st September.
8. Disposal of representation by the Competent Authority Within one month from the date of receipt of representation.
9. Communication of the decision of the Competent Authority on the representation by the APAR Cell 15th November.
11. End of entire APAR process, after which the APAR will be finally taken on record 30th November.
ANNEXURE - II
One time relaxation in time schedule for generation and recording of APAR for the year 2018-19 only through SPARROW web portal for DANICS/DANIPS officers

8. Disposal of representation by the Competent Authority Within one month of the date of receipt of representation by the Competent Authority.
9. Communication of the decision of the Competent Authority on the representation by the APAR Cell Within 15 days of finalization of decision by Competent Authority.
10. End of entire APAR process, after which the APAR will be finally taken on record 31st December, 2019
